Senior Applications Specialist/Applications Specialist, Digital Library Services


The Singapore University of Social Sciences (SUSS) Library seeks a self-motivated and resourceful IT professional to develop, maintain and enhance web applications. Reporting to the Manager of Library Technology, the successful candidate will also support the applications used to run the day-to-day business operations of the Library. He or she will work collaboratively with staff to deliver engaging digital initiatives that support the learning, teaching and research activities of the SUSS community.



  • Plan for applications with unit head to develop the next-generation digital library. Analyse business requirements and projects to determine their scope, complexity and feasibility.
  • Manage and monitor software projects, both in-house and outsourced.
  • Design, develop, test and implement new applications and functionality to be added to existing systems and services.
  • Work closely with staff and vendors to customise and integrate 3rd-party software/APIs to enhance the Library’s delivery of content and services to users.
  • Provide primary administration and technical support for the Library’s systems, applications and website/CMS, including integration and data interchange between library systems and other campus systems, in compliance with standard practices and protocols.
  • Train and support staff and SUSS community in the use of web applications, and troubleshoot functionality, configuration and related problems.
  • Document code, procedures and workflows, and ensure operational efficiency and compliance with University policies.
  • Explore and evaluate new and emerging technologies/services and technology needs, and recommend strategic directions and appropriate solutions and process changes to stakeholders.
  • Lead and/or participate in library-wide initiatives and projects, e.g., digital engagement.
  • Perform other accountabilities or duties as assigned by the Director, Digital Library Services (University Librarian) or the unit head.



  • Bachelor’s degree in computer science, information systems or equivalent with at least 3 years of relevant work experience in application development and maintenance.
  • Strong web application programming language skills, including PHP, Perl, Scripting, SQL and Java are required. Additional skills and experience in web design, HTML5, CSS, XML, Bootstrap, Web Services, MySQL and JSON are highly recommended.
  • Hands-on experience with open source and SaaS solutions and designing multi-user and multi-tasking applications.
  • Knowledge of web application prototype, design, development, testing, implementation and support, i.e., full SDLC.
  • Ability to apply user-centred design methodologies and usability principles.
  • Excellent organisational, project management, analytical and problem-solving skills.
  • Highly service-oriented with strong interpersonal and communication skills, both oral and written.
  • Ability to work well independently and as a team as well as to foster teamwork and collaboration with internal and external parties.
  • Ability to thrive in an evolving work environment.
