Manager, Library Technology

Singapore University of Social Sciences’ Digital Library Services seeks an enthusiastic and innovative individual to provide technical and project leadership in the development, enhancement and maintenance of their library systems environment, including the interoperability between library systems platform and other campus systems. The successful candidate will work collaboratively with staff and cross-department teams to deliver engaging online initiatives that support the learning, teaching and research activities of SUSS students, faculty and alumni.

Key Responsibilities:

  • Plan, develop, prioritise and implement library systems and related technology projects and activities.
  • Support and maintain the library management system, and their integration and data interchange with other library and campus systems.
  • Manage the development and enhancement of the library portal and virtual services.
  • Oversee and participate in the library’s digital engagement platforms.
  • Coordinate data loads, indexing, database maintenance and data feeds, and routine systems operations, including upgrades, installations and configuration.
  • Monitor and tune system performance, perform IT capacity planning, and implement hardware and system software changes.
  • Train and assist staff and SUSS community in the use of library systems and applications, and troubleshoot system and data problems.
  • Establish system and data access policies, procedures and workflows, and ensure system reliability and compliance with University network and security policies.
  • Work closely with staff and stakeholders on the evaluation of products and processes, and implement best practices for a digital-first library.
  • Work closely with library system vendors on the customisation, technical support, system upgrade, content migration, testing and resolution of any technical issues related to system implementation.
  • Prepare, analyse, monitor and report on performance of systems and digital services, including vendor performance.
  • Explore and evaluate emerging issues, trends, and technologies in library systems and technology, and recommend strategic directions and appropriate solutions/ enhancements.
  • Other accountabilities or duties as assigned by the Director, Digital Library Services.

Requirements:

  • Recognised degree in information technology, information systems, computer science or equivalent.
  • Postgraduate qualification in library science, information management or knowledge management would be an advantage.
  • Certification in Project Management Professional (PMP) and ITIL (IT Infrastructure Library) would be an advantage.
  • 5 years of experience in IT service management as well as library management systems, federated search systems, digital asset management systems, electronic resource management systems, proxy servers, websites, and mobile applications, preferably in an academic library environment.
  • Excellent analytical, organisational, project management, and problem-solving skills.
  • Highly service-oriented with excellent interpersonal and communication skills, both oral and written.
  • Proficient in a variety of applications, tools, and web technologies including HTML, CSS, Javascript, XML/XSLT.
  • Ability to effectively supervise and train staff.
  • Ability to work independently as well as foster teamwork and collaboration with internal and external parties.
  • Ability to apply user-centred design methodologies and usability principles.
  • Knowledge of metadata standards and protocols represented in library information systems, including MARC, MARCXML, OAI-PMH, OpenURL.
  • Keen interest in emerging library and education technologies.
