Job Description

The National Institute of Education invites suitable applications for the position of Librarian / Senior Librarian (Access Services) in the NIE Library and Information Services Centre. We are seeking creative, innovative and service-oriented candidates who are able to work independently and collaboratively in transforming the library for the 21st century.

This position provides support for the Access Services function of the Library including Facilities Management, Outreach and serves as a library liaison to meet the teaching, learning and research needs of the NIE community.


  • A University degree and a postgraduate qualification in Library and/or Information Science, preferably with a strong service orientation, a good understanding of library industry trends and project management experience in an academic library environment
  • Good interpersonal, communication and organisational skills
  • Strong customer service orientation
  • Tech savvy with strong analytical, troubleshooting and problem solving skills
  • Work experience in Access Services, Facilities Management and/or Outreach functions in a library environment
  • Keen learner who is adaptable and able to work independently and in a team
  • Ability to analyse and derive insights from data analytics and statistical reports and usage data
  • Experience in government ITQ (Invitation to Quote)/tendering/writing proposals will be an added advantage

Key Responsibilities

  • Administer, manage and provide user support for library access services and facilities management including liaison with relevant parties
  • Harness latest technologies, including emerging areas such as virtual/augmented reality, mobile computing, data analytics and digital marketing to enhance library’s operational efficiency and end users’ experience
  • Analyse harvested/collated usage statistics of library resources/facilities/services
  • Identify, plan and implement outreach activities including tours and new user orientation
  • Work collaboratively with project and functional teams to implement and promote new initiatives
  • Supervise and manage team members

General and liaison duties

  • Provide information desk services on scheduled evenings and weekends
  • Foster communication between the Library and designated Academic Groups
  • Liaise with designated Academic Groups to recruit research output for the digital repository
  • Collaborate with academic and library staff to plan, deliver and assess instructional and outreach programmes
  • Participate in collection development, including identifying, evaluating and recommending library resources
  • Contribute to library projects, peer training and staff development

Candidate with proven track record may be appointed as team lead for one or more of the key responsibilities. Candidate without the professional qualification may be appointed as Assistant Librarian and sponsored for the postgraduate course in Library and Information Science
