Head, Digital Scholarly Communications – NUS Libraries

NUS Libraries is seeking a dynamic, creative and enthusiastic professional for the position of Head, Digital Scholarly Communications to:

  • strategise, conceptualise, plan, develop, spearhead and implement strategic campus-wide digital scholarly communication initiatives to enhance research visibility and impact of NUS’ scholarly outputs
  • leverage technology and expertise to advance digital scholarship.

Duties & Responsibilities

As Head of the Digital Scholarly Communication (DSC), he/she will:

  • Set direction, strategise, review and communicate Library’s digital scholarly communication policies and action plans
  • Develop and coach library staff, monitor their performance and conduct appraisals
  • Plan, manage, promote, and evaluate the Library’s digital scholarly communication services and initiatives
  • Plan and manage approved budgets for the Library’s digital scholarly communication services and initiatives
  • Engage with and develop collaborative initiatives with university faculty, researchers, students and administrators to develop, implement and promote library services and resources
  • Coordinate with experts and stakeholders across library departments to create policy and develop training for Library staff on critical issues of digital scholarly communication
  • Work with liaisons across subject disciplines to integrate digital scholarly communications concepts and provide tools they can use with their constituencies
  • Maintain awareness of national and international issues, trends, policies, legislation, and changes that may impact research and digital scholarly communication and share as needed.
  • Work closely with Office of Deputy President (Research & Technology) to create awareness of research ethics and research impact.


  • At least a Master’s degree in Library and/or Information Science, or equivalent
  • At least 10 years’ experience of working in academic libraries with 5 years’ experience in coordinating and leading initiatives and activities in scholarly research in a large academic research library
  • Proven understanding of scholarly communication life-cycle, trends on scholarly communication and digital scholarship, funder requirements, open access, publisher’s archiving policies, copyright, data licensing and intellectual property issues, repositories, and research impact measures, research data management
  • Proven capacity in strategic planning and policy development to envision, develop, implement and evaluate strategies and initiatives to deliver digital scholarly communication services and programmes
  • Good leadership, analytical and decision making skills, and the ability to work with multiple teams and manage change
  • Aptitude for customer service and commitment to continuous improvement in service delivery to the University and library members
  • Strong inter-personal skills, including influencing, networking and negotiating skills, and an ability to promote innovative services clearly
  • Ability to work effectively with a wide variety of stakeholders with varying levels of experience to meet their scholarly research needs
  • Ability to work collegially and cooperatively within and across departments
  • Ability to work independently and with initiative, set priorities and balance the demands of a complex working environment
